Our Executive Team

Property NSW transitioned to the Housing and Property group within the Department of Planning, Industry and Environment on 1 July 2019.  

 

STRATEGY AND PORTFOLIO MANAGEMENT TEAM

CHRIS REYNOLDS

A/Deputy Secretary, Strategy and Portfolio Management

Chris has more than 25 years experience in planning, property development, business reforms, commercial partnerships and governance across NSW and the ACT. He has held several senior executive roles leading a range of high profile and complex projects for government including large urban and greenfield planning and development projects at Landcom and the Land Development Agency. He has also led high performing teams that have delivered sensitive and high risk programs for Government including the Loose Fill Asbestos Taskforce where he was Executive Director and Head of Taskforce. Chris has also held the role of Chief Operating Officer at Environment Planning and Sustainable Development Directorate (ACT) where he implemented improved governance across all operations and helped establish two new government owned development authorities. Immediately prior to joining Strategy & Portfolio Management, Chris was head of Crown Lands Department where he introduced significant strategic reforms.

 

NAVEEN CHANDRA

Executive Director, Strategy 

Naveen has more than 20 years’ experience in strategy and business transformation across the banking, advisory and government sectors, having previously held senior positions at National Australia Bank, PwC, GE Capital, KPMG and the Reserve Bank of Australia. Naveen joined Property NSW in June 2015 as Director, Strategy. He has contributed significantly to property reform and strategic initiatives across Government, including development of policies to improve asset management, deliver better use of land and property across government’s portfolio, enhance capital efficiency and accelerate housing supply. Naveen was appointed Executive Director, Strategy in January 2018 and continues to drive the Strategy team’s focus on whole-of-government policy reform, corporate planning and strategy implementation.

ADAM HOWARTH​

Executive Director, Portfolio Management Group

Adam's property career includes managing portfolios for global organisations such as Westpac, Telstra and ANZ, with responsibility for providing integrated transaction, asset and facility management services. His experience extends from property acquisitions and divestment to the development and implementation of strategic property accommodation solutions and the integrated management of property services. 
 
 

STUART CRAWFORD

Executive Director, Property Financial Services

Stuart has more than 20 years’ experience in financial and operational management and worked as a senior executive in the property, private equity, investment banking and finance industries. Since joining Property NSW in July 2014, Stuart has managed the financial and managerial reporting for the business portfolio. He has provided practical advice to the agency and other stakeholders regarding the financial and accounting implications of property strategies.

 

HOUSING AND PROPERTY EXECUTIVE TEAM

Members of our Executive Team will transition from Property NSW to new divisions within the Housing and Property group. 


ALISON FRAME

Deputy Secretary, Housing and Property

Alison leads the new Housing and Property Group which has been formed to maximise economic outcomes and deliver community benefits through the more efficient utilisation of government owned land and property in the delivery of diverse housing, economic activities and public spaces.

The Housing and Property Group provides strategic oversight and coordination to ensure that government owned property and government led development is advanced as a whole-of-government agenda to deliver improved economic, environmental, cultural and social outcomes. A new functional capability in the Group will support whole-of-government consideration to realise best use of existing and underutilised land to maximise community benefit in the delivery of housing and public spaces.

In her previous role, Alison led resource, industry, and urban planning policies and oversaw the successful passage of major reforms to the NSW Planning system.

LEON WALKER

A/Deputy Secretary, Development & Transactions 

Leon has been with Property NSW since July 2015 following a career in property and banking that has included roles such as chief operating officer, fund manager and project financier.
 
He has held executive positions with Mirvac and Macquarie Group, both domestically and abroad.  
 
Since joining Property NSW, Leon has led a number of significant government projects, including:  execution of the Government's accommodation strategy including lease pre-commits for in excess of 300,000m² of commercial space across NSW including 62,000m² at 4 Parramatta Square, 9,000m² at The Store, Newcastle and 5,000m² at 32 Mann Street, Gosford; adaptive re-use of strategic government owned sites including Rydalmere and Peat Island; delivery of special purpose developments in Western Sydney for Fire & Rescue and the Rural Fire Service; and, the strategic review and creation of a strategic framework for the Sydney CBD's Macquarie Street precinct.

 

 

PLACE MANAGEMENT

SAM ROMANIUK

Executive Director, Place Management

Sam has more than 20 years’ experience in strategy, portfolio management, corporate development and direct property investment. Sam joined Property NSW in August 2013 and has most recently led Property NSW's Place Management division, which is responsible for managing State-significant precincts, including The Rocks and Darling Harbour. Prior to joining Property NSW, Sam held several senior executive roles at Stockland
